Serving as Chief Executive (Judicial Seizure) within the Permits and Control Department at Dubai Land Department (DLD) under the Real Estate Regulatory Agency (RERA), Tariq Ibrahim has contributed to strengthening regulatory processes and supporting operational excellence across Dubai’s property sector. Alongside his public service role, he is also the Founder of Funds Verifier, a platform focused on digital trust, asset verification and secure transactions.

His professional journey reflects a combination of public-sector leadership and private-sector innovation, with a focus on creating systems where governance, technology and transparency work together to support sustainable growth.

Regulatory leadership

In his role at Dubai Land Department, Tariq Ibrahim oversees responsibilities connected with field inspections, compliance enforcement, operational controls and regulatory supervision. His work supports the implementation of frameworks that help maintain integrity and accountability within Dubai’s real estate market.

The role involves ensuring that regulatory requirements are effectively applied while supporting a balanced environment for investors, property owners, businesses and other stakeholders. Through his experience within RERA, Tariq Ibrahim has contributed to initiatives focused on strengthening compliance structures and improving operational efficiency.

His approach to governance has been shaped by the belief that innovation requires strong foundations. Digital systems, regulatory frameworks and industry growth depend on transparency and effective oversight to create long-term confidence among market participants.

A major part of his career has involved supporting the development of Dubai’s Jointly Owned Property (JOP) sector, where governance, financial management and community operations play an important role in maintaining residential and mixed-use developments.

For more than a decade within RERA’s Owners’ Association Department, Tariq Ibrahim contributed to reviewing, regulating and approving annual service charge budgets valued at billions of dirhams across communities throughout Dubai.

His responsibilities involved strengthening financial governance, improving documentation processes and supporting consistency in regulatory approvals. Through this work, he helped enhance transparency around service charge management and community governance, benefiting property owners, investors and management stakeholders.

The experience provided deep insight into the operational challenges of large-scale property communities, from budgeting and auditing requirements to compliance standards and long-term asset management.

Digital transformation

One of Tariq Ibrahim’s notable contributions has been his involvement in advancing digital governance and innovation within Dubai’s jointly owned properties sector.

In 2019, following the establishment of the Innovation Team within RERA, he participated in collaborative efforts involving RERA, Dubai Land Department and industry stakeholders to identify opportunities for regulatory improvement, digital transformation and enhanced governance.

A key initiative connected with these efforts was the continued advancement of the Mollak system, one of Dubai’s major real estate digital platforms. The system was developed to provide a structured digital framework for regulating and managing jointly owned properties, improving efficiency, transparency and accountability.

The platform introduced enhanced digital services, including the Service Charge Approval Process, which created a structured method for preparing, auditing, approving and managing service charge budgets and invoicing schemes.

Under the system, management companies prepare and submit service charge budgets through Mollak, while independent auditors review and validate submissions according to approved audit standards and regulatory requirements. RERA provides the regulatory framework, oversees compliance procedures and regulates the auditing process.

This transformation replaced traditional paper-based processes with integrated digital workflows, reducing administrative challenges while improving visibility and regulatory monitoring.

Beyond digital systems, Tariq Ibrahim also supported auditing, inspection and governance activities connected with jointly owned properties. These efforts focused on improving property management practices, monitoring compliance and encouraging higher standards in maintenance, safety and operational performance.

The initiatives aligned with wider objectives to enhance quality of life within residential communities by supporting sustainable operations, better-managed developments and stronger community resilience.

The evolution of Mollak and related digital governance initiatives represented a significant step in Dubai’s real estate transformation, reinforcing the emirate’s position as a leader in technology-driven regulation and smart government practices.

Industry recognition

Throughout his career, Tariq Ibrahim has received recognition from government organisations, financial institutions, industry bodies and community stakeholders for his contributions to governance, innovation and public service.

Among the acknowledgements he has received is a Letter of Appreciation from the Executive Office of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Ruler of Dubai, recognising his commitment to excellence, professionalism and service.

He has also received a Certificate of Appreciation from Dubai Police for constructive cooperation and contributions towards initiatives supporting community safety and residential wellbeing.

His professional achievements have further been recognised through several industry awards and honours, including the Mollak Strategic Project Recognition Award from RERA and the Emaar Recognition Award for Community Support and Service Excellence.

Additional recognition includes appreciation from Emirates NBD, Abu Dhabi Commercial Bank (ADCB) and Commercial Bank of Dubai (CBD) for contributions towards banking partnerships, financial governance and supporting the implementation of the Mollak and Jointly Owned Property framework.

He was also recognised by the Community Associations Institute Middle East Chapter in 2023 for supporting the owners association industry and advancing governance practices within the sector.

Diverse experience

Before becoming a recognised figure in real estate governance, Tariq Ibrahim developed professional expertise across several industries.

His career began at Emirates Bank International, now Emirates NBD, where he worked in customer service before progressing to the Bank Operations Centre. These roles provided experience in financial controls, operational processes, customer service management and efficiency improvement.

He later joined Emirates Airlines Engineering in the Technical Records Department, gaining exposure to technical governance, compliance management, documentation standards and operational accuracy within the aviation sector.

His professional background also includes experience at Global Village within the Leasing Department, where he developed expertise in commercial leasing, contract management, stakeholder coordination and public operations.

During this period, he worked with several government authorities, including Dubai Police, Dubai Civil Defence, Immigration, the Roads and Transport Authority, Ambulance Services and Dubai Municipality. His responsibilities included coordination related to construction activities, food and beverage operations, inspections, traffic safety and public relations.

This combination of experience across banking, aviation, commercial operations and regulatory management has shaped a multidisciplinary approach to leadership and problem-solving.

Digital trust

Alongside his government career, Tariq Ibrahim founded Funds Verifier, an initiative focused on creating a trusted digital ecosystem for asset verification and secure transactions.

The platform aims to establish a new approach to digital trust by combining verification technologies with government KYC and identity validation systems. Its objective is to support governments, businesses, investors and individuals in verifying assets, identities and transactions through secure digital mechanisms.
